The Original Loughborough Report

Determines the scale of service charges paid by tenants in multi-let offices across the UK, seeks reasons for reported cost increases and comments on the opportunities for efficiency improvements.

Dr John Calvert of Loughborough University, the study’s author, presented the findings at the OPD conference at Canary Wharf to 250 property industry delegates on the same platform as the findings of the 2005 RICS Tenants Satisfaction Survey were announced.

The Loughborough Report contains an analysis of five years of data covering the period 1998 to 2002.

It covers 161 multi-let office buildings containing 14.9m sq ft

The report concludes that:

  • Budgets and certificates are often being sent out late.
  • Actual service charges vary widely, the obvious factors explaining less than 10% of this variability.
  • Many tenants must be paying higher service charges than necessary.
  • Efficiencies and savings can be achieved with negotiation.
