Welcome to the second Property Solutions' (PSL) online newsletter. We had a good response to the last one and once again try to give you an overview of the state of the industry in relation to service charges.

This edition includes news of PSL's Project Management service for clients requiring refurbishment, alteration and fitting out support.

We have the latest on this year's impending Loughborough Report Update. John Calvert from Loughborough is currently compiling his findings which are due out by the end of the year.

He has recently also had a letter published in Estates Gazette where he raises issues and questions relating to office OSCAR, JLL's long standing annual report on service charges: "When is JLL going to advise on actual not adjusted costs? As costs that tenants actually have to pay are excluded, OSCAR cannot be used to benchmark service charges."

Our very own Portfolio Services manager Richard Bacon also gets a mention, he will be taking two weeks' holiday in January to go to Cambodia to provide new housing in a very disadvantaged area. We're not sure what the service charge implications will be for the buildings he's going to be involved with but read more about his trip...

The 2007 Loughborough Report, due out in November, will raise tenants' concerns yet again due to further increases in service charge costs and new analysis of the negative effects of landlords opting to register their buildings for VAT which raises costs for most financial industry tenants who cannot reclaim VAT.

Author of the report Dr. John R. Calvert of Loughborough University Business School is also disappointed that the industry seems to be ignoring the 2006 RICS Code of Practice...

Property Solutions undertook a service charge audit for a client about to renew their lease for a 15 year period. The audit was important to ensure that the service charge level was fair and in compliance with the lease.
